No option to pre-install game pass games.

Yes, it really is very strange. What could be causing this would be the use of a different account in the Microsoft store, but I don't think that's your case. And if you can play the other games in the game pass normally, there are no problems with the account, because as I said I believe it is a problem with this game, I suggest you wait until tomorrow and see if the game will appear for you to install.

You only get it on certain titles

And preinstall doesn't do anything but install.the base files

If you have play later then it's games already out

Seemed to have found a partial fix which is logging into a differnet account that also has the game pass, so it looks like there is a problem with my account for specific games for some reason.

I see, try updating your system to version 21H1 and see if that fixes your problem. If nothing changes, I believe it could be a problem with the game's developer.
