No headset and voice over 2 separate x box, connected only through the family account.

To me it sound like an issue with the headset itself. I am fairly sure the wire connections for game sound and voice sound on Turtle Beach headsets are different so this may be why you get voice sound through both ear cups and only game sound through one,
I would head over to the Turtle Beach site and contact them regarding the issue.

The reason you wont get any game sound through your standard Xbox 360 headset is because it is only compatible for voice chat.

There are a few work a rounds you can do.

1) There are mic and headphone connectors for 360 from 3rd party developers that plug into controller and let you connect a standard PC headset to a 360 controller

2) you could simply ignore the mic and plug headphones into the TV then put the 360 headset over them and set it to play voice back through speakers then you get the voice chat through the headphones and the headset over the top to talk into and talk to
people.

3) The final one is a mix of both and I'm not sure if it even works, you connect your headset with the mic bit in the controller and the headphone audio into the TV headphone socket then change the 360 settings to play voice chat etc through the speakers
which as you have the headphone plugged in should put the sound through the headphone to you.

USB cable is only for charge the digital box. SPDIF cable is used for sound.

Question currently i have 2 xbox ones in the house only one console can be a family set up to share game pass and live with the family.

When I get the series X will this allow me to set the X and the one as 2 separate family devices?

"should technically" is the key part there. With my setup, I have a Xbox Series X connected via HDMI to a Capture Card and the Capture Card to the TV. In-Game Party voice comms are sent to the Capture Card when my headset is disconnected from the Xbox Controller, but when I reconnect the headset to the controller, then voice comms are no longer sent to the Capture Card. With or Without the Party setting to speakers and headset turned on. Are you using a headset in your setup? And, do you have the HDMI Headset box checked?
