I understand your problem. Sometimes when you cancel a download, temporary files may continue to take up space on your hard drive.

Disk Cleanup: Click Start, type “disk” in the search box, and select Disk Cleanup for (C. In Disk Cleanup, select the disk you want to clean. Next, the space that you can free up on the C: drive will be calculated. And then choose to delete the files you don't need

Delete files manually: Select Start > Settings > Cleanup recommendations > storage > system

Disk Cleanup in Windows: Under Disk Cleanup, select Clean up system files. Select the file types you want to get rid of. To get a description of some type of file, select it. Select Accept

Addendum : Before connecting the disk to the XBox, if it was used in a computer before, use diskpart command :

diskpart

select disk X (find the number in disk manager)

clean

Disk or digital install, if disk go to queue select what to install you will be prompted for disk, then start it will go to 99%to100 about 30 seconds that should be it

When you press install, and it let's you select the installation path, select a different disk
