No console appearing with remote play

I'm sorry you're going through this problem, from what I understand you want to use remote play of your console with your mobile phone using the Xbox application, is that correct? If so, I found the following information for you:

If remote play is already enabled on your console and the mobile app asks you to enable it on Xbox, go to the My Library tab and select Consoles. Then scroll down to refresh the list of consoles.

It is possible, yes.

You should first "Turn On" remotely your console (not just loading a game remotely).

So it properly is powered on and on full display, then you can remote play and load the game.

When you are back in front of your TV you can manually go to your Xbox Guide and end the streaming / remote play and continue from where you left it.

Take in consideration that you will have to disable the turning your console off automatically if is inactive for any period of time, and if your console is connected via HDMI-CEC consider the same parameter of your TV, so it won't turn your Xbox as well.

In short, it is possible to do what you want, but you might end spending more energy by doing so.

Yes, you can do that. Basically when you do remote play your console turns on.
So, as long as you don't select "shutdown" console manually the console is stay active depending on the energy settings established by you previously (I mean, how much the console takes to suspend, etc)

It doesn't appear to be an isolated remote issue; I exchanged mine for a brand new unopened remote from Best Buy. Brought it home and tried again, the issue still exists for Volume Up/Down and Mute.

This would lead me to believe the issue is:

-A widespread remote problem/bug

-Console/Kinect IR receiver

-Console location configuration

Is everyone experiencing this issue or only in select cases??
