No connection to Xbox live, Halo MCC on steam "contacting server", Xbox companion App...

When I go to "Xbox Networking" in settings it tells me this:

Connection Status

Internet connection: connected

Xbox Live Services: Up and Running

Preformance

Latency: 13 ms

Packet loss: 0%

Xbox live multiplayer

NAT Type: open

Server Connectivity: Connected

However, whenever I try to open the Xbox companion app it tells me I am not connected to the internet (even though I am) and when I try to play online multiplayer in the halo master chief collection it tells me that it is contacting the server and trying to
get the latest matchmaking data

Another possibly related issue is that I am unable to change my gamertag or change my service ID number in halo MCC. I had my friend log in to my account on their computer and they were able to change my gamertag and my id number but when I logged into my computer
my id number was reset.

Custom games seem to work just fine, I'm guessing they go through steam and not xbox.

My peers are able to access these features with no issue.

My best guess is that something about my network is preventing the connection, I am at a college dorm and using its network. My peers are on private networks. I have seen a lot of people on college networks have trouble connecting to xbox live. Supporting this
theory is that I am unable to connect to the xbox app on my phone or change my gamertag on it.

Edit: a command wsreset.exe (put into run) was recommended to me by microsoft, this has allowed me to access the xbox companion app, but Halo MCC online multiplayer is still not working. Neither is the Service ID number.
