No. Since the game is not backwards compatible it's seen as a different game so it won't see your saves from the 360. Also, the only way to transfer saves from a 360 is through the cloud so in a backwards compatible game it wouldn't recognize saves from
a flash drive.

Here is some general information on backward compatible saves linked below. After doing some research I found that some Tom Clancy Splinter Cell Backward Compatible Games autosave or manually save just like they did on the 360. However I'm not sure if Double
Agent is one of them.

As long as you login with the same account you used on your 360 to Xbox One, and access a backwards compatible game your progress will be saved.
