New Xbox picture not working 4k discs and apps

Sorry to hear about that. It seems to be a system issue. Let's try to power cycle your console first. Press and hold the Xbox power button for 10 sec until it turns off. Unplug the power supply for 30 sec. Plug it back in and turn it on again.

If that doesn't work, it would be best that we perform a factory reset to remove potentially corrupted data on your console.
Press the Xbox button to open the guide.
Select Profile & system > Settings > System > Console info.
Select Reset console.
On the Reset your console? Please choose “Reset and keep my games & apps”

Oh also I changed hdmi cable

This problem is not with your Tv (mine is vizio m70-d3) or disc. It is a problem with the XBOX one S. I have had the same problem ever since I received my xbox. Tried two UHD discs, MAD MAX and Superman v. Batman. Both will play for a few minutes flawlessly,
color looks amazing. But then after a few minutes, the picture with stutter (go black for a sec or two). It will repeatedly do that. Xbox suggestion to switch the xbox to 1080p and leaving the tv on 4k setting does not fix the problem. I am using the cable
the xbox came with. I have connected it into the correct port on my tv. I will admit that everything else with the xbox works perfectly so far. Microsoft should know about this problem now, and should be working on some kind of firmware update to fix this.
Until then, I am using the VUDU app to watch 4k hdr movies, since the code that comes with the UHD discs will unlock the 4k version on the app. But too bad that VUDU on xbox is not 4k yet, so using Googlecast built in to the Vizio tvs. Looks freaking great
but requires using much gigs of data over internet, so please hurry up Microsoft with fixing this 4k BD problem with your brand new Xbox. Especially since Microsoft decided to take a shot at Sony for releasing their new PS without 4k hdr disc playback capability.

The Blu-rays that say Mastered in 4K will have a better overall picture than those that aren't. I don't see that they cost anymore, at least from Amazon. Sony previously did this with a line of pristine masters of DVD's some years ago. Here is the marketing

Notice the "near 4K" phrase? In any case they should look better when played back on equipment that will utilize the high bitrate of the disc.

Really! That is a bit odd. VLC should play most videos. VLC doesn't play Blu-ray or 4k discs, as that's what the Blu-ray app is for.

Speaking of the BD app, it's played all my 10 4k disc just fine, but only most of my BD discs work. The 2nd and 3rd discs of my Planet of the Apes Primal collection (8 discs) don't work. No errors or anything, just stays at a black screen after the app starts.
