If the reset didn't fix this issue the problem, as you stated, might be on the internets end so we suggest taking a look into

Ban

Shouldn't do.

Just means you can't use party or in game chat,skype send messages & anything else communication related.

Communications Suspensions
Communication suspensions are imposed due to inappropriate conduct during communication activities on Xbox Live. This suspension blocks an account from accessing any communication features on Xbox Live, including text messages, voice messages, video communications,
Skype on Xbox One, in-game chat, and party chat. Communications suspensions are issued for a specified temporary duration, often of 1, 7, or 14 days.

During a communications suspension the account may continue to access the Xbox Live service, including online multiplayer. At the conclusion of the suspension all communication functionality will be automatically restored.

We are sorry this issue came up but rest assured we are here to help! We suggest a reset of the console since
the problem might be on the actual OS of the console so we would suggest a

Soft Factory Reset (while keeping games and apps) IF AND ONLY IF THE FOLLOWING CRITERIA IS MET:

There is a stable network connection.

The information for all profiles is known (email and passwords)

Once the setup is complete it will ask if we want to keep settings or manual setup lets do manual setup. Now just to add a bit of clarity, the correct way to reach out to one of our Xbox Support Specialist is to
Request a Callback. Give it a shot and let us know of any changes!

I reset my Xbox One and I will say, its much faster, but it still didn’t fix the probblem. I tried using the callback featirw woth microsoft but there is no topic to select for the problem I’m having. I still can’t connect to my friend. It must either be
something with my internet, even though it is fast enough, or my actual Xbox still. I wish I knew what the problem was.

Hi Austin,

You can try contacting the game developers for more information about their in-game chat issues, but as I said previously, Xbox Live party chats effectively mutes in-game chat from being heard in the party. If you are recording the gameplay from your Xbox,
the streaming program will not pick up in-game chat because in-game chat cannot be heard when in an Xbox Live party. In an Xbox Live party, you will not be able to hear other players in the game lobby unless you invite those player into the party. Other players
will also not be able to hear you in-game while you are in an Xbox Live party. This is by design and not an issue and I don't think there is a setting to change that. You can test this by trying another communication program like Discord.

Of course, because Skype will be the new communication feature like party chat and video chat. Gold users have access to Video Kinect and Xbox Live Party Chat for Xbx 360, so they will have access to a similar thing for Xbox One which is Skype. M want's
us to use Skype which is why it's going to be a key feature in Xbox One.

Hi Isaiah,

It seems the issue is related to the in-game chat option not working properly in a streaming format since your mic and headsets works in other formats and they work separately on different displays.

What happens if you invite your brother's profile to an Xbox Live party chat and communicate that way? Is there an audio or mic issue when forming a party chat and choosing to not speak in game chat?

I swear, Party Chat killed the XBL community. Everyone is always in Party Chat with their IRL friends.
