New License On Banned Account

Hello Therealdonjuan6789, unfortunately it is not possible, Gamertg is directly linked to microsoft account, if your account has been banned, Gamertag has also been and it is not possible to transfer digital game licenses between accounts.

Game licences are not transferrable so you wouldn't be able to transfer it to a new gamertage, no.

As to buying a new licence on the banned gamertag, not sure what the point would be if the gamertag is banned from the game? The new licence would still be banned if the gamertag is banned from the game itself.

Hello again, unfortunately I don't think it works this way, if your account has been permanently banned it won't be possible to transfer the game license to a new account, even if the account hasn't been banned it's not possible to download digital gaming licenses between accounts.

When you purchase content the license is tied to the gamertag and the console it's purchased on. If you switch consoles you have to do a license transfer to move the licenses to the new console. Since Account 1 is banned you can't sign into it to do a license
transfer. You would have to repurchase the content for Account 2.

Once an account is banned, you forfeit everything you have left on the account.

Is there a way to request a manual license transfer from the banned account to my new one?
