Purchased Ghost Recon Wildlands last week and still didnt receive my 15,000 points

You'll want to post in the Xbox Rewards Questions support forum in order for support to check into your account. Keep in mind that in order to receive credits, your purchases either have to be eligible for a specific offer on the site at the time, or you
need at least 1 star level in order to receive VIP rebates.

i redeemed two five dollar gift cards (250) gems a piece (which all together is ten dollars) and requested my points into cash which i think was around 3,000 points and never received anything???? I did this about a week/ 2 weeks ago.

 

The promotion only rewards 15,000 for the Gold Edition of Ghost Recon AND it had to be purchased as a physical disc from microsoftstore.com to be eligible for the offer. If you did all of that then it takes up to 15 days after the title ships before the
points are eligible.

If your purchase was not a physical disc from microsoftstore.com AND the gold edition then it would not be eligible for the promotion. If you bought a different edition from the microsoftstore.com then those have different values you can find here: Xbox Live Rewards

From the FAQ for that offer:

When will I receive my Rewards Credits?

Your Rewards Credits should appear as pending within 15 days of your game’s shipping date.

Since it has not yet been 15 days since release, it is too early to see Credits pending.
