Network transfer now forcing update over internet

I've used network transfer substantially for years because I own more than one xbox and my internet provider charges me a fee if I download more than their cap allows each month. Removing the cap would cost an extra $50 a month. When Forza, Fortnite, and Sea of Thieves each drop 30G-50G updates every week or so, you can burn through that data cap very fast, especially if more than one xbox is downloading the same update.

So I have been updating games on one xbox and then using network transfer to copy the newer version of the game to the other xbox. Yes, that means I have to copy the entire game over network, but it saves me from downloading the same large update from the internet onto multiple xboxes. Something changed in the past month or two that prevents me from doing network transfers anymore. If I try, I get moved to a screen saying I need to download the update from the internet "(data charges may apply)" instead. Xbox won't let me copy the game from another xbox anymore.

Please revert the change that has broken the ability to do a network transfer if both games already exist on both xboxes.

Longer term, please handle your updates better so that I don't need to manually use network transfer at all. Microsoft is already tracking my xbox ownership and knows that I have more than one. If I had network transfer enabled and automatic updates enabled on each xbox, you should have everything needed to download that update from the internet once, store it temporarily on one xbox, and then use network transfer to apply the update to each xbox before deleting the update file. That would reduce some burden on your own servers that are serving the updates and help those of us with horrible internet service providers.
