I apologize for the trouble but if ever you encounter any suspicious players I would highly recommend reporting them that way the enforcement team can check and review them so we can prevent any other issues that these players may cause.

2. If the player isn’t a friend, select Recently played with, or select Find someone and enter the player’s gamertag to search. Once you find the player, select their gamertag.

3. From the player's profile, select Report or block, and then select Report.

4. Choose your category and reason for the report. Make sure that you choose the most accurate category, as this detail is important to ensuring Xbox Safety can investigate the issue properly.

I guarantee the majority of the network issues you're seeing are not the result of any manipulation.

Network Manipulation is against the CoC. So actually they would have a reason to ban him.
