Netflix installation stuck on 0%

Neflix update was stuck on 0% for a good month, I could still use the app but it would buffer a lot because the update would always "begin" again after pausing or cancelling, only to remain on 0 and not display any speed info. I ended up uninstalling Netflix
as all other troubleshooting had failed, and now it won't install it at all. It either sticks on 0% as it did before (this time with the app now uninstalled so I cannot use the app while the update is in a limbo in the background) or it fails altogether.

The error code I'm finding is 0x80D03801 but I cannot see this in the xbox error code directory, I find forum upon forum spanning back to a year ago of people having the same issue with different apps but never a solution and no official guide for this code.

My console is fully up to date, I am not a part of the Insider Program. All troubleshooting has failed and I cannot file a report as it tells me it will put the report in a queue for later when my connection is better but there is nothing wrong with my connection,
Xbox speed tests tell me I have no upload speed but I can play online games absolutely fine so it doesn't ring true to my experience. very confused and frustrated just want to watch netflix at the weekend

Are you trying to install the app on your internal hard drive or on an external hard drive?

Have you tried resetting your router?

Just bought the xbone tonight. The suggestion on the xbox support page works but it was still a little finicky for me. The important step is power cycling your console after you disconnect from the internet. Also make sure you dont cancel or pause the download
before the power cycle and dont take the disc out either (whenever I did any of these things the install froze); you have to disconnect, start install once (it won't do anything but start the install anyways), and then power cycle. When the console comes back
on start the install one more time and leave it alone until it is 100% then reconnect and update.

Let me know if this works, I really hope this is the right method and not just random luck.

Also, microsoft... in the future when you make your next counsel make it more user friendly... no one wants to sit here for and hour waiting for 1 game to install, personally I think that brought you a bit downhill from your xbox360..
