Need help with “sign in as the person who bought this”

With regards to your concern, are you playing on the same console or is it on two different console? If you wish to share a game to other users like on your case your brother, you just need to setup the console as the Home Xbox.

On the console where your brother wants to play, once you set it as the Home Xbox he will then be able to play the game without you having to sign in and it will not have conflict if ever you both want to sign in at the same time.

After setting it up, all games you owned and installed on the Home Xbox will be available to all users even if they don't own the game.

Problem should be fixed now.. There were some problems with the xbox services..

Do you share your account with anyone? If this error appears to require permission or buy the game occurs because of a failure to communicate with the server. When a NAT is restricted or moderate occurs a lot.
