Have you checked that the controls are properly configured?

1) Open the "Settings" application.

2) Select "Accessibility".

3) Select "Controls".

4) Select "Buttons".

Check that the buttons are correctly assigned.

If not, the controller may be defective.

To check this, try connecting the controller to another console or PC. If you have problems with the controller on another console or PC, then the problem is related to the controller. In this case, you may need to replace the controller.

Sounds strange,, also you shouldn't have needed to install any drivers, Windows would have downloaded the correct driver automatically.

Keep in mind this is the official PC version of the Xbox 360 controller right ?

Because the Xbox 360 wired console controllers wont work or third party controllers that are not PC x-input compatible will not work either. The only other Xbox 360 console controller that works with Windows is the standard wireless controller provided you
buy the official wireless adapter for PC's.

If your certain you have proper PC compatible controllers there is a tool on Steam called Controller Companion that allows you to remaps buttons but that might not help if they aren't working in the first place.

Also go into the control panel and search for devices and printers, in there it should list any controllers, right click and select properties, in here you can test and calibrate the controller which might help.

Lastly if you can return the x360 controllers and buy an xbox one controller instead, all PC games these days now use the xbox one button labels (start/select is gone) and on top of that all official xbox one controllers are PC compatible, just connect via
USB cable and your set.

I would suggest you to follow below mentioned steps and see if that helps.

Step 1: To pair your controller to your PC.

1. Turn on your Xbox Wireless Controller by pressing the Xbox button.
   
2. Turn on Bluetooth so that your PC can discover Bluetooth devices.
   
3. Select Xbox Wireless Controller > Pair.
   
4. Connect controller to PC.
   

Step 2: Xbox Wireless Bluetooth.

1. On your PC, go to Settings > Devices.
   
2. Choose Add Bluetooth or other device.
   
3. Select everything else.
   
4. Select Xbox Wireless Controller.
   
5. Click Done.

Kindly try to connect the controller on both Xbox and PC to update it from there.

1. Press the Xbox button to open the guide, select Profile & system > Settings > Devices & streaming > Accessories, and then select the controller you want to update.

2. On the Xbox Wireless Controller screen, select “…” to check the firmware version for your controller.

3. If it says “Update,” select Firmware version, and then follow the steps provided.
