In terms of the controllers turning other consoles on and off, have you tried re-syncing the controllers?

Each xbox has an assigned controller (never mixmatched)

all xb's have 3rd party headsets.

(a) and (b) are on the same surge protector.

(c) and (d) are in separate rooms on individual surge protectors.

Billing wise, I had to use my (a) credit card to put XB live on (b). So my card is applied to two devices but each have their own emails. I need to delete my card info from (b). But all controllers are bound I think, how do I tell?

About the Xbox One power supply page it is recommended that the consoles be plugged directly into the wall since the consoles have built in surge protectors and require a constant 100-110V each, this could be held back by the surge protectors themselves
so first things first we suggest plugging them directly to the wall and removing the headsets (to narrow down the issue). Give it a shot and let us know how it goes!
