That means you are using some sort of skill boost (green font). With the skill boost you are at 58 speech, you really have 48 speech. To "get the points back" you need to go and level it 10 more points.

You arent being put at a handicap. You have just lost the edge a better connection gave people in the past. You see bs in the killcam, but so does everybody regardless of their connection. If you and your enemy have the same connection you get a fair
battle. If you have unlike connections, you BOTH get a bs battle. Thats not a handicap, thats balance.
