Se for a imagem do perfil e jogos do gamecard ao lado, acho que você deve alterar as configurações de Privacidade, não tenho certeza, já a imagem do perfil, no próprio console em perfil, alterar a imagem do jogador!

Thanks for reaching out to us in the forums for this issue. Sorry to hear that you're having trouble setting a custom image. In our support article entitled Changing
your Xbox One gamerpic it gives detailed instruction on how to set your custom gamerpic; however it does also note that it must be from an adult Microsoft account. Since you're getting a message that it may not be, its best to log into your profile at
account.microsoft.com to check your settings/age and to see if you're part of a Family account and listed as a

child account.

Unfortunately right now the feature is disabled and it is not known when it will be enabled again:
