my xboxlivefamily.com email address won't let me make another email address primary

These @xboxlivefamily.com addresses can't be deleted, nor can any other email be assigned as primary. AFAIK Microsoft Support needs to get involved, and it has to get escalated.

It's a farce since they handed everyone these (currently entirely non-functional) email addresses for a few years. Now, you must fight them to change the email but keep the account.

Unfortunately you will need to wait the 30 days. You can try to add another email as an alias and make it the primary email address, but this will probably ask for you to wait the 30 days and sometimes asks you to even confirm your current email address (the hacker email) to change the primary email address for the account.

The thing is I did add another email address to primary and deleted the older email from primary. Also I have another account with this email address but still cannot login.

You can change the email address of your Microsoft Account by adding an alias email to your account (a second email address to it), and then making this second email address the primary email for your Microsoft Account. Then, you can remove your gmail email address and use it on another account.

To create another email to be used as an alias on your Microsoft Account, please follow these steps:

Sign in to: https://go.microsoft.com/fwlink/?LinkId=529489

Under the Account Aliases section, select Add Email.

Choose Create a new email address and add it as an alias, and then follow the instructions.

After you've added the email address, verify it by clicking on the link that you'll receive on your inbox.

After that, on your account page, make this new email address your primary email address and remove your gmail from the account. It should get available to be added to the account your mom made for you. Just add it as an alias email address to the account following the steps above.
