I'm sorry to hear that you have a problem with the name change on Xbox, I can suggest two steps before requesting a refund:

1. Restart your Xbox console and check if the username change has been processed.
2. Try changing your username again from your account settings on your Xbox console.

If none of this works, you have 2 options, the first is to contact support and the second is to try to request a refund.

And to request a refund you must see the transaction history: https://account.microsoft.com/billing/orders/ and then check if the name change purchase is there, select and see if the option to request a refund appears. .

Please confirm on your account order history from https://account.microsoft.com/billing/orders/ if your gamertag payment has been completed already.

If so, try to re-claim your gamertag using a different device or internet browser. You could also browse in incognito mode and use this link https://social.xbox.com/ChangeGamerTag

I also have been having this issue for a few days now, and I reset my account and it still hasn’t changed. Were you able to fix yours?
