It's been sitting at this step for around 10 minutes. My internet connection is fine. Console does not respond to any controller input. Should I reboot?

It says core services are back up. I rebooted the Xbox twice and it still stalls around the same place, 13-15% each time.

xbox core services are having issues, this might cause that issue too. pr it might not but the servers if up will be hammered
