My Xbox One S won't let me add a new account.

We understand that you are trying to add a new account on Xbox Console. To ensure you will be able to add this account, try to manually sign into the account to Microsoft page - Microsoft account | Home. Please remember to secure your account too.

If factory reset and power cycle were already performed and issue still persists, we would like to ask for few details:

• Can you add another account aside the new account and your existing account.
  
• What is your console's current build? Are you part of Xbox Insider?
  
• Please share to us a screenshot or picture of the issue. Kindly conceal your full name, gamertag, and email address.

Thanks for the reply.

Since this is related to accounts, we recommend you try the following:

1. On a browser, sign into your new account on Microsoft site. Please use this link: Microsoft account | Home.
   
2. Secure your account by selecting the Security tab > Advanced Security Options then make sure that you added active security info (like phone number and secondary email address).
   
3. Sign out your account and sign in with your existing account. Then, do the same thing - secure the account.
   
4. On Xbox, power cycle the console:
   
   • Turn off your console by pressing the Xbox button on the front of the console for about 10 seconds, until it shuts down completely.
     
   • Unplug the console's power cable and other connected cables (headset/controllers). Wait 10 seconds.
     Important Be sure to wait at least 10 seconds. This step resets the power supply.
     
   • Plug the console power cable back in.
     
   • Press the Xbox button on your console to turn it on.
     
5. Please try to connect your console to a different network (can be hotspot of your mobile data).
   
6. Try to sign into your account.
   
7. If you can proceed, please let me know your Xbox console OS version:
   
   • Press the Xbox button to open the guide and select Profile & system > Settings.
     
   • Select System > Console info.
     
   • Your OS version and Shell version are in the second column.
     
8. If you cannot proceed, please let me know if there are issues with the account or with the console. Refrain from sharing your personal information like email and gamertag.

1. My xbox won't let me add any accounts and I removed money trying to get it to let me log in, so it os effectively useless atm.

2. The Xbox is an Xbox One S. I am not part of Xbox Insider

3. There isn't much in the picture but here

This is something that would be more fitting to ask Xbox Support.

It sounds like it might be Xbox server issue more than anything else. I have had similar problems in the past when moving from my house to college and it ended up being due to trying to sign in when the services were down.
