My xbox one controller isnt connecting to ny Xbox one

Ive tried this multiple times. The problem isnt the controller. Its the Xbox. The Xbox is essentially off no controller connection, no internet connection. It wont even respond to button presses on the console.

i got a quistion i rovked my brothers xbox one on origin and i dont know how to reconnect it he isnt able to play hardline beta saying he isnt connected to origin and he is connected to origin so i revoke his xbox one account on origin and was wondring how
do i set it back up

And my PC not have Bluetooth.

There is no Bluetooth radio component in the Xbox One S console itself.
