This was escalated so I am responding in the hopes of heling you find your solution. The Error code you posted has a support page attached to it: Error 80153021 occurs when making a purchase on Xbox One or Xbox 360

This may mean one of the following:

• The Xbox Live service is temporarily unavailable.
  
• You have an outstanding balance on your Microsoft account.
  
• Your billing information is incomplete.
  
• Your Microsoft account country/region doesn’t match your PayPal country/region.
  

You must resolve all 4 of these issues before trying again.

I don't know what else the issue might be. All the possible causes of this issue are listed in that support article.
