This usually happens if an Xbox console has been factory reset. Can you remember if you perform the steps? Also, try performing a powercycle on your console and then check if there will be an improvement.

2. Turn your console back on by pressing the Xbox button on the console or the Xbox button on your controller. ​​"

i did that and i never factory reseted it, i only had it unplugged for a week and plugged it back in today to see all my accounts gone. i’ll try it again to see if it works but thank you.

I just had that issue. I unplugged my Xbox and left it unplugged for about a minute. Then I plugged it back in and my friend list came back up. Hope this helps!

I had this happen a few times and every time i unplugged my xbox one for about a min and then plugged it back in and it worked fine every time try it see if that works.

Xbox is really *** with me on this one. As I said I grabbed a normal Hard Drive for the Xbox plugged it in expecting to see update requests but there were none. Turns out something about having a USB plugged in instead of the Hard Drive caused the Xbox to
expect an update that it had already done. Guess my question inexplicably solved
