My Xbox didn't work offline even though it'd been set to Home

If your Xbox is already set as the home, and you've been able to play those games offline before, then I'm actually not sure what the issue could be at the moment.

I just set my console offline in order to test a couple of my my games (including Battlefield: Bad Company 2) and they all worked.

The games I tried were all digital; I'm not sure if that has anything to do with it though.

Have you set your console as your 'Home Console'?

In order to play a digital game while in offline mode, or otherwise not connected the Xbox Live, you need to change your Home console settings

Select Settings > All Settings > Personalisation > My home Xbox.

You'll need to be connected to Live to do this. Once it has been changed, your digital downloads should now work offline.

Okay, I found a solution on Xbox's Support page ( I'll leave the link below for more solutions ). Even though your Xbox is not connected to an internet connection, you have to set your Xbox "offline." To do this, you have to go into Settings>Network>Network
Settings>Go Offline. If you have any further questions, visit this support page for more solutions for your problem.
