Verify that your Xbox Live account is allowed to access and download content. To do this, go to Settings > Account > Privacy & online safety > Xbox Live privacy > View details & customize > Game content.

The specific settings you need to enable allow is You can see and upload community creations’ - set to Everyone.

Remember to select submit at the end of the page to confirm and save any changes.

Also keep in mind that if you’re on a child account (under 18, or under 19 in South Korea), then a parent/guardian as the adult in your Microsoft Family would need to update your settings for you, and you’ll the need to sign out and back in again for the changes to properly take effect.

You cannot mod the Xbox version, it has strong DRM which prevents it.

It doesn't matter what Directory it's in

changing the dob nor the info at the live.com site doesn't affect the xbox account as the age of the account is set at the date of creation of the xbox account

not being able to change the age of the account is a good thing it prevents kids from removing parental settings that their parents set

You cannot mod Xbox games except through the game itself, and attempting to jailbreak your Xbox is a violation of TOS that can lead to account and console bans

Downloads are disabled on Edge to prevent malware

It is unlikely that this will change.
