My Xbox account is linked to an EA account that was compromised back in 2011. EA can't help...

Again, the EA account was not compromised. The Xbox account was. I am not allowed to link my EA account to the Xbox account because my Xbox account is linked to the hacker’s EA account.

I understand that Xbox can not change how EA links accounts (although frankly they should be able to) but EA is not allowing me to disconnect the hacker’s EA account because, in their eyes, I am editing someone else’s account, which is not allowed.

So my account is just stuck in limbo. I have no options unless I get someone high enough in EA’s customer service that they can override the fact that I’m editing someone else’s account, and based on my conversations so far I don’t think that’s likely. The closest thing I have to an option here is to cancel my Game Pass subscription which I also do not want to do.

Xbox can't unlink the gamertag from your EA account, the link process occurs on the EA servers not on Xbox, the only ones able to unlink an account would be EA support

You really got involved in a big problem, I believe that unfortunately there is no way for you to solve it. The only person who can resolve this situation would be EA, but since it refuses to help you, unfortunately it is not possible. I'm really sorry I can't help you, maybe only if you made a new account at Microsoft Xbox and EA, but I don't think this solves your problem much.

I have exactly the same problem. I don't even know what EA account has been linked to my Xbox account. I can't even tell you if it's mine. I've been gaming online since the 90s and I suspect at some point EA have acquired a game title for which I have an account and it's been linked to my Xbox account.

EA tell me the account is "deleted" but won't remove the Xbox link. It's a ridiculous situation and I can't link Xbox to my real EA account while the current link exists. The link between Xbox and EA should be a 2-way agreement where it can be severed from either side. I've been on to EA reps for 5 hours. They really are awful.

As it stands I can't ever play EA games through Game Pass and I'm cancelling my membership until there is a better solution in place.

Keep in mind that If you unlink your XBOX account from EA, you won't be able to link it to another one.
