My Xbox account has been banned and I can't access the enforcement site to check it.

Kindly try and use a different browser or device to sign in to https://enforcement.xbox.com.

Check your privacy settings and check enforcement site to see if any communication ban has been issued against you if alls good remove your account and readd it on your console

If your account has been banned, you would need to check the enforcement site for information about the ban and to see about submitting a case review. https://support.xbox.com/en-US/help/family-online-safety/enforcement/how-to-submit-a-case-review

If you can't log in at xbox.com or support.xbox.com I can't think of any way that you could recover your account. To even contact Xbox support you need to be able to log in at support.xbox.com. You may have been banned form Xbox Live services as a whole, but not Microsoft as a whole. At this point in time, I do not see any way to recover your account from a permanent ban if you cannot access the websites.

If you had received an email, you could have perhaps replied, and the fact that you have access to your Microsoft account means the entirety of your account has not been banned.

If you contact Microsoft Support, I would ask them to troubleshoot your ability to go to xbox.com and the enforcement site and if nothing else gets you access, then there is no other way.

You can try contacting them through here: Contact Us - Microsoft Support or calling them, but if they cannot get you to access the sites, this permanent ban may be irreversible.
