I'm sorry to hear that you are experiencing this problem, this occurs due to problems with storage (You must verify that you have enough and in this case release) and you can also delete previous updates by following these steps:

1. On your console, go to Settings and select System.
2. Select Storage.
3. Highlight the memory drive.
4. On your controller, press the following series of buttons: BI , BD , X , LB , RB , X . The Remove System Update window opens.
5. Select Yes. The console restarts.
6. When your console restarts, you will be prompted to install the latest updates. Follow the instructions to install the updates.

are you trying to connect via wifi or cable? if you are trying to connect via wi-fi, try using a cable. If does not work, try to contact support for clarification, they should know better what your problem is and how to solve it.
