    Is not possible, developer mode won't be able to run on the expansion card as you intend, but once you have the content on the internal storage you should be able to move it from the console to the external storage, in this case the expansion card

    Both Series X/S games and Xbox One games that been optimised (I'm British) for Series X/S must be installed on either the internal storage or the expansion card. They can not be run from a USB connected storage device. My optimised Series X/S Xbox One games
    were moved to my Expansion card during their update.

    I'm sorry for that. Is the game stored on your Internal Storage or Expansion card? A corrupted expansion card may cause issues as well.

    Hey there Pie! Have you let the download run to completion? If not, go to System, Settings, Storage, and mark down the storage space remaining. Then, download the expansion pack. When it finishes, go to System, Settings, Storage again and mark down the storage
    space remaining. The difference will let us know how big the expansion pack was.
