My son can't open the Xbox app on his PC.

This can only mean that the system has detected that your son's account is a child account despite having his account as an Organizer on a Microsoft family.

NOTE: A child account is registered on the birthdate 21 years old and below upon the account's first creation

An adult account is registered on the birthdate 22 years old and older upon the account's first creation

In order to fix this, your son should add/invite an adult account as an "Organizer" on the Microsoft Family by going to account.microsoft.com > then go to Family.

Once the adult account was added as the Organizer, use the adult account to remove your son's account from the Microsoft family then re-add the account as a "Family Member"

Once it's done, have your son sign in to his account on the Xbox app. If the same error prompts, click on Ask by Email and you will receive permission to your adult account via email where you can grant the request.

I just want to confirm, both your account and your son's account are in the same Microsoft family as Organizers, is that correct?

Also, may I have the exact error message upon attempting to remove your son's account from the Microsoft family using your own account, please?

I have also tried just removing him from the family, and it still doesn't work.

That has all been done, I did get the email about approving him to use the Xbox app, have approved it three times. He still gets the same error boxes when he tries to run the Xbox app.

Ignore the above, you can share gamepass games and bought pc games on the xbox app on pc without issue.

yes they can, make sure your son has his own account on the pc, login to the pc with sons account, open xbox app, sign your son out of the xbox app and sign in with your account, download the game and once done sign out of the xbox app and back in with your sons account and boom, both can play the game coop (as long as it supports crossplay). has been this way for a very long time and none of these independent advisors care to research before answering.
