Yes you can - not only can you install one game on two consoles there is also a trick where you can set an Xbox as a Home Xbox and share the games with two consoles (and games pass).

You share Xbox games in the same house.

Go to Settings > General > Personalization > My Home Xbox > Make this my Home Xbox. Once you do this, everyone who uses this console should be able to access your purchased games, subscriptions, and other downloadable content from the Microsoft Store.

I have a Family Account and my 2 sons have their own Microsoft gamer tags/accounts. We have two Xboxes at the house.

I bought a downloadable version of WWE 2K19. I want both of my sons to be able to play this game from their own consoles. One son primarily uses one of the Xboxes, and my other son primarily uses the other Xbox.

How do I do this?

I have 3 Xbox One S consoles in my house. The console I usually use is my eldest son’s “home” Xbox. The console my eldest son normally uses is set as my “home” Xbox. This allows us to play and share each other’s games. We can play the same digital game
at the same time. My third xbox is mostly just used for games on disk.

The console that is Home Xbox is in Son #1 room. I bought a new console and added a new email for Son #2. I was told that we could game share and as long as we have Live Gold...we were "golden" When Son# 2 goes to use Fortnite, it tells him he needs
Xbox Live in order to do so. I appreciate any guidance whatsoever!

Funny, my son bought the game using our shared xbox, and I can play the full game. We do both have gold accounts though.
