My savefile got overwritten by another Xbox with Cloud Saves. Can it be recovered?

Unfortunately nope, once a saved progress is overwritten is not possible to revert or undo this change
It's possible to restore deleted progress but only on the latest Forza games.
You can try reaching their team to see if something can be done from their side

The saves are on Cloud (if the console is online), if it is overwritten and synchronized with the console, there is no way to recover an older one.

Then it seems that save is saved to the cloud for some reason. Were you playing offline for a while? This would cause the lapse in save data. Unfortunately, there is no way to recover the cloud save once it is overwritten.

The progress of the game is saved in the cloud. If you log in with your gamertag on another console it will synch your savefile as long as the console is online.

If you have overwritten the data then you can not recover old progress. Data with the Cloud are synchronized with the most recent copy of the save. If you chose to use the save on Cloud (which you did not have) then the local data was synchronized with a
new game.
