The Reputations system should not affect your ability to messages users on the platform. It is only reduces your matchmaking time online and you can get it back up by playing games online with out getting reported.

You might have received a communications suspension if you head over to https://enforcement.xbox.com Sign in and you will be able to see your Suspension and Rep in more detail.

Having a poor rep can affect communications over xbox live.This is taken directly from the enforcement site:

Your reputation score will have an effect on many aspects of your online experience including who you are matched with, the reputation of your Xbox Live party,
and your ability to communicate with others on the Xbox Live service.

That's not how Enforcement works. You can be reported a thousand times a day and as long as you aren't doing anything you will be fine. You only receive punishments when you break the rules.
