Refunds are not guaranteed. If it's been denied more than once there's really not anything else that can be done.

Refund requests are a final decision; if your request for MW3 was denied you sadly can't submit another request to get the game refunded. It's already been decided that you are not eligible for a refund in this instance.

Keep in mind that refunds are usually only approved if you bought the game within 14 days and haven't accumulated much playtime.
