Sorry to hear you are running into these issues with this update. It looks like there is a known issue with the operators not being available for Xbox One pass holders. Go ahead and click on the following link for more information.

My brother bought Rainbow Six Siege DELUXE which came with year 1 and year 2 operators. I use a different account and I didn't get the operators. I really don't want to start playing on my brothers account because all his friends invite him and

Yes you can But you would have to game share

Gamepass has the deluxe edition of siege, not just base game. I even have two files downloaded, "year 1 operators" and "year 2 operators". But I dont have any of it in the game itself
