Usually, these websites populate in the language of your region. However, at the bottom left-hand side of most Microsoft site, you can see a globe. My selecting this, you can configure your
market and language preferences.

Thanks for the links, but everything is still in a language I can't read. Is there a way to at least change the default to english so I can navigate the system?

Ok I signed in and in order to investigate I had to add this card to my account. It wasn't there to begin with. I was hoping what you were saying is that investigating would tell me whose Microsoft account has my card linked to it. I already knew what card of mine it was charged to It WAS in fact an Xbox game. How do I go about removing it from someone else's account?

Fraudulent charges are often a sign of someone else gaining full, unauthorized access to your Microsoft/Xbox account, typically from them knowing your password or other account details somehow. I am not sure how a phone number is
necessarily involved here, but you should immediately change your account password and call up Xbox Support once you've found the exact fraudulent purchases in your billing history.
