    it has been blocked because activity was detected that identified that the account was compromised.

    Just tried it and it didn't work :/, I've tried logging into my windows live id account and it says it's "temporarily blocked"? Then I tried the ways they said to unblock it, but it keeps giving me the "temporarily blocked" error.

    Downloading Profile error 80151103

    I first got this message when my live ID was ( apperently ) blocked. So you have to log in on the Live ID, and follow the steps to unblock your account. This worked with me.
