Agree 100% with this. I have have had to personally deal with this in the past and ISP's are usually really responsive if you have all the info they need.

Your friend would need to file a complaint on him via the console, however, since DDoS attacks are done through the internet and not Live, the enforcement team won't be able to do anything unless he did something over Live. Otherwise, he would want to
contact his ISP as well to alert them of the issue.

My son also got suspended for 24 hours and has no idea what he did wrong. Am I to understand that the communications ban is based on someone "reporting" him? He only does party chats with his friends so does that mean one of his friends reported him?

He said he did a "Fail safe" to prevent him from being ddosed. But I dont buy that. Also its not a glitch he does it multiple times. My friends and I are investigating.
