    This issue could also be caused by your internet/your Xbox's ability to connect to Xbox Live. I would recommend refreshing your console's dashboard and/or giving your console a hard restart to freshen things up a bit. You may even wanna give your wireless
    internet router the quick reboot too.

    As of writing this, the Xbox Live servers are experiencing some social feature interruptions. https://beta.support.xbox.com/xbox-live-status that may be the culprit

    There has recently been a known outage. Xbox should have the issue fixed now, don't forget to check your privacy settings are up to date for the settings that you prefer.
