For cases like this what we initially need to do is to quit the game and perform power cycle in that way once you launch the game your in-game data will just re-sync.

Kindly quit the game and follow the steps below before you re-launch the game.

1. Turn off your console by holding the Xbox button on the front of the console for approximately 10 seconds. The console will turn off. ​​​
2. Turn your console back on by pressing the Xbox button on the console or the Xbox button on your controller. ​​​

I noticed that you have already checked the store via your Xbox console and have also viewed your purchase history. Please view Find your games and add-ons for additional troubleshooting steps that you may take.

Specifically, "Add-ons and downloadable game content" and "Troubleshooting add-ons". If the suggested fixes do not resolve the error, please respond back to this thread so we can take a closer look.

Is there a way for me to contact support and review my purchase content? Why with I say I have the dlc and but they do not appear in the history

There is no network problem? The problem is that the hoi4 game and its DLC's are not appearing in the xbox app store. I can still play the game as it appears in my library, but, the DLC's are simply not in the store anymore. So, I lost all my DLC's I purchased.
