    Fedex has said that All pieces have not arrived at clearance port together.

    Recommended action: No action required at this time.

    Clearance instructions from the importer are required.

    Recommended action: Importer must provide instructions.

    Not sure what to do about it can anyone help me

    You will need to contact the online support to track what's going on with the controller delivery if possible. Access Contact us | Xbox Support. Follow the instructions after clicking on the green button "Contact us" and choose to get help either from an online chat agent or request a callback. Make sure the region on the support website is set to your correct region in order not to find issues with the steps.

    I have both of the elite controllers. I never ran into that issue. I did have that issue with a couple of my design lab custom controllers.
