Once you pair with your console it should always connect automatically unless you used it on another Xbox one console or a PC.

Solutions:

1. Turn off your console and unplug for 30 seconds. (yes this solves this sometimes)

I've tried different batteries, same outcome.

Unless connected with the charge cable my controller just blinks and I get the connect controller message, new battery new cable so what's up?

Have you tried new batteries. If that is not the problem try another controller and see if it does the same thing
