First check the enforcement site to verify that all suspensions are really over: https://enforcement.xbox.com/en-US

If all suspensions are expired, and you are therefore clear, try the following steps:

Remove your account from the Xbox.

Give your Xbox a power cycle.

Add your account back into the Xbox.

Attempt to use the social features now.

I did go trough this step by step and stil nothing the game stops at 65.2% and if I check my internet its still 100%.

http://enforcement.xbox.com if eligible, but if you did send a bad word, then it's highly likely they will uphold their decision.

I have another problem here I downloaded an then when the downlod is finished the game stil wants me to download the cmpatibility pack I download it rwice and it is the same
