About your issue, really sorry to hear your account got hacked, that’s such a pain. Unfortunately, it really comes down to us as users to keep our accounts secure, which is why they always push stuff like 2FA for extra protection.

Right now, your best option is to keep submitting that form and try to think of any details you can provide to prove the account is yours. I know it’s frustrating, but that’s pretty much the only way forward. Microsoft support can’t really step in here because of their policies.

half the questions my second time were the first answer so they were already highlighted. and what's the "correct" answer for the master chief question? i said reach since that's where they were indoctrinated, but still wrong...

That's a bummer.

There isn't a way to speak to a support person directly and have them verify my identity etc. and reset it?

I was able to do that when my Battle.net account was hacked, and also when I needed to change my mobile authenticator to said battle.net account when I got a new cell phone.

I had to answer accounts password questions and also send/ fax proof of ID...drivers license and marriage certificate.

So what you're saying is your e-mail account was hacked therefore giving away most if not all of your personal info likely also including the answer to your secret question but you're still confused as to how you managed to lose another two accounts that were
also using the same secret question and answer as your previously hacked e-mail address.

I tried the account recovery twice, both said I couldn't answer enough questions. Maybe when my dad gets home I can answer a couple more. And if that doesn't work I''ll call support.
