No. The only way to open an account is with the form. It is absolutely not possible to open the account with any other system as the whole recovery network is automated.

The recovery form works on probability, the best thing to do is to keep trying.

Is there a way i can delete an account that was hacked that i no longer have control of and cant get back because no matter how many people i call to help and recovery forms i fill i get the same results im tired and no longer want anything to do with Microsoft stuff anymore

Im sorry to hear that your account has been compromised. The only options available here would be on this link :

“I think my account has been hacked”

Xbox support will only be able to help you through those steps and walk you to the account recovery form that you already filled out. You may continue to fill out that form as many times as you need.

I am also having the same problem and have contacted support several times and all they ever ask you to do is try to reset the password or fill out an account recovery form, neither have no matter how many times I try to write different into the recovery
form.

The only way I see this problem getting resolved is by someone at some kind of administrator level actually promoting my account to an adult one.
