My account seems to be deleted, I signed up but how can I retrieve my past purchases?

If the account was permanently deleted and you recovered it within the 60 day grace period the purchase should be reinstated. If it was within the grace period it would be worth having a chat with Xbox Support.

But for some reason there is no records of my purchases in my order history on my account.

Is it possible for the purchase to be linked to the console rather than my account? And if so, is there any way of retrieving my past purchases?

If the recovery doesn't help, you can contact Microsoft support to assist you:

3. Select your product (Other Products ) and category (manage account profile) > click Confirm.

What did you do to "verify" the account? Did you supply your password?

If you are still logged in, try changing the password at https://account.live.com/password/Change. You may be asked for your password again. Also, see if you can visit https://account.live.com/names/manage to check if any unknown aliases have been added and remove them.
