contact the Microsoft Store Support team so that they can look into what may have happened. It is possible that the shipment is still pending, but it would be best to contact them to inquire about when it may be expected to do so. Once a purchase has completed,
you receive a confirmation email for it. If you have not received the confirmation email, then the purchase wasn't complete. If you
have received it, but nothing is happening, you definitely need to contact the Microsoft Store team.

In relation to being locked out of your account, it sounds as if you need to
verify the security information for your Microsoft account in order to prevent the lock out. If an account is not verified, then it is not as secure as it needs to be and it
is a possibility that the shipment has not taken place due to this.

the email address and password? The message that appears is to help ensure that the security information on the account is up to date.

Do you get an option to select "I don't have any of these" when it asks to verify the phone number? This should allow you to

update the security information by putting a security information lock for 30 days on the account. The article we provided explains how to complete this process. This allows you to use the account with billing and security restrictions for 30 days. Be sure
to let us know the results!

you recover the account in the event that you need to for any reason. If your account hasn't been verified or the account information you provided at sign up hasn't been verified, then you're likely to not be able to send messages as this requires a secure
account and connection. Verify the security information for your Microsoft account

We recommend that you go ahead and enter that phone number to add security to your account and also to check out that article as recommended by XBF Chris J to troubleshoot any other issues, then give sending a message a try.
