MW2 local multiplayer will not load all the way after install.

When you say "restarted" do you mean power cycle the console?

If not, please try that:
1. Turn off your console by pressing the Xbox button on the front of the console for about 10 seconds, until it shuts down completely.
2. Unplug the console's power cable from the console and from the power outlet. Wait 5 minutes.
Important: Be sure to wait at least 5 minutes. This step resets the power supply.
3. Plug the console power cable back in.
4. Press the Xbox button on your console to turn it on.

If you already tried that, may I know if you tried clearing your MAC address?

Go to Settings > Network > Advanced Settings > Alternate MAC Address
Select Clear, restart your console and give it a new try

If you already tried that, and besides reinstalling the game. Tell me what else did you tried. In that way I can advise you different things or how to proceed

I would like to clarify, will you be playing the game online multiplayer or just a single-player campaign? If you will be playing the game online, please check if you have an active Xbox Live Gold subscription:

"Press the Xbox button on your controller to open the guide, and then select System > Settings > Account > Subscriptions."

If single-player campaign, please follow the steps below:

Settings > General > Network Settings > Go Offline > Launch the game.

I don't see any in the multiplayer server list. Is there a way to load them for a local game or something?

Still installing but was able to start but not play after game told me it was ready to start. Everything was still lock except local multiplayer. So it looks promising.

I’m on Xbox one , I’ve fully installed it all, multiplayer, then campaign, then spec ops. It takes nearly a full day all told. I’m installing it on an external hard drive. It says MW2 needs an update , when I check my games list it’s gone and I have to re install it again.
